For example, if the payer is a health plan they must, in effect, adopt the electronic transaction standards because they "may not refuse or adversely delay" any standard electronic transaction submitted. If we look at it from an efficiency of processing perspective, I can see where the plans would then request providers to submit paper claims in the format of the standards to simplify processing and to account for the missing data. It is not likely that it will be efficient for payers to manage multiple formats in paper and electronic form. Any other thoughts? Richard J.
